Trying to change my address when I can't get a Government Gateway ID

I do not have forms of ID to let me have a Government Gateway account. I wrote to HMRC in June last year advising of my change of address. Income tax form went to my previous address today. I tried to phone but after going through hoops the calls are just ended. How do I change my address if I can't phone, letters are ignored and I can't use Government Gateway? Thanks
