Can BNO Visa holder receive a bursary?

Hi, I am a BNO Visa holder, I am taking a English Course in Bolton College and I applied the bursary. Now, they give this bursary once a week. But I am not sure I can receive this bursary or not because referred to GOV.UK web page > British National (Overseas) visa > What you can and cannot do, said "You cannot usually get most benefits ( public finds )." Is this bursary a kind of public funds? Thank you very much.
