Is BNO Visa holder has pre-settled status to apply for free childcare?

Hi there, I found from GOV website that the person who has settled or pre-settled status would be eligible for free childcare for working parents. May I confirm if BNO visa holder has pre-settled status before getting indefinite leave to remain please? Thank you.
