Fedex has delivered an item to my company in January 2023, which attracted import VAT of £6,353 However, Fedex made a mistake at the time and assigned it to the wrong importer. Therefore, I didn't receive any C79 or PVA statement for this import. (Obviously, I also didn't receive any invoice or payment request from Fedex). I alerted Fedex to the mistake and Fedex instructed the Post-Clearance Amendments Team in Belfast to make an amendment. Fedex also sent me an invoice to reimburse them for the import VAT. But I still don't have any C79 or PVA statement for this, so if I pay Fedex for the import VAT, I wouldn't be able to reclaim this in my VAT return. According to the PCA Team, the amendment was made in September 2023. The PCA Team advised that I need to contact the CDS Team and request the C79, which I did. However, the CDS Team has advised that for some reason they can't generate a C79 for September 2023, and that I need to speak to the VAT helpline to discuss whether I can use any other documents to prove that VAT has been paid. The VAT helpline told me that the compliance team can't accept any other documents and that I need the C79 as proof that this VAT has been paid. Otherwise, I can't reclaim the £6,353.67 import VAT. The VAT helpline advised that the CDS Team must issue a C79, but when I contacted the CDS Team again, they still refused. In summary: - the PCA Team said "we can't help, speak to the CDS Team", - the CDS Team said "we can't help, speak to the VAT Helpline", - the VAT Helpline said "we can't help, speak to the CDS Team" - the CDS Team still refuses to generate a C79. - Fedex is chasing me to reimburse them for the import VAT, but without a C79 I can't reclaim the VAT, which means I will be out of pocket by £6,353.67 Is there anyone at HMRC who has the overarching authority to resolve the contradictions between the different HMRC teams and clarify what the correct process should be?

Have either Fedex or the Post Clearance Amendment Team confirmed that the amendment has actually taken place?
It may be best to call the VAT Helpline (0300 200 3700) to discuss this matter and if need be escalate the issue to look for a resolution.
