VAT on marketing event in the UK invoiced to EU business

Hi. Marketing agency based in the UK will be organising an event in the UK for a business based and registered in the EU. The event will mainly involve distribution of free samples of the clients products , leaflets and other marketing material to their customers in the UK. Do we need to charge vat on the invoice to the EU based business for organising this marketing event in the UK?
