VAT Refund Delay - Payment to Insolvency Company

Can anyone advise how long VAT returns are currently taking. We are waiting on a creditor payment from an insolvency firm who have advised that they have been waiting almost 2 years to receive a VAT refund from HMRC. The have said that the account cannot be settled and monies paid until this VAT return has been received. Slightly concerned as while waiting for this refund we are still getting charges from the firm managing the insolvency.
