Concerns about the ToR

Hello there, my family is planning to visit the UK as a tourist during this summer. They have the BNO visa and would be moving and staying permanently in the UK laterwards. Would this make my family ineligible for applying for ToR if we visit the UK? Our main concern is about the part of having to be a resident of another country the last 12 months Thanks a lot
