Child Benefit elegibility declaration confusing
Hi, So I was wanting to restart child benefit payments due to the threshold change for elegibility to £80000 as previously I stopped the payments due to earning more that 60k from about 2022 onwards. Now my salary is between 60k and 80k so when I went through the form online there was the following declaration at the end: "I declare that I am eligible for Child Benefit payments for the period I have chosen to opt-in. Neither I nor my partner have an individual annual income over £60,000 for the tax years 2013 to 2023 and £80,000 from 2024. I understand that if I receive payment, I may be liable for a tax charge if my or my partner's adjusted net income is between £50,000 to £60,000 for the tax years 2013 to 2023 and £60,000 to £80,000 from 2024. The information provided is correct to the best of my knowledge. I understand I must notify the Child Benefit Office immediately if my circumstances change." Now I was earning more that 60k from about 2022 onwards. So I did have an income greater than 60k for a portion of 2013 to 2023 but not the whole period. Does this statement mean I agree to not having an income of greater than 60k for the entire period of 2013 to 2023 or does it mean any portion of the period? I did not agree to the declaration, but would like some clarification on this if possible as I believe I should be elegible for it now even though I would need to pay some back due to the high income charge.
