I am a foreigner who resided in the UK 10 years ago and have my original NI number with the accompanying letter from HMRC. I plan to move back to the UK in 2025. Do I need to "reactivate" my existing NI number or take any other action regarding my NI number before or upon my return to the UK?

I plan to move to the UK in March 2025 with a valid visa and intend to make it my long-term home. Am I eligible to be considered a UK resident for tax purposes during the 2024/25 tax year (6th April 2024 to 5th April 2025)? If I open an ISA account in March 2025, can I contribute £20,000 before 5th April 2025, and another £20,000 after April 5th, 2025? Thanks!
