    Hi, I'd just got TOR approved and I found the URN covering period is from the arrival date I stated in application to 12 months after that date. Is it mean my goods cannot be arrived before my arrival date otherwise I will need to pay the VAT? As I'm arranging the shipment and the shipping agent said my goods may be arrived UK before my scheduled arrival date. Thank you.
