  • Self-Assessment When No Tax is Payable?

In the 2023/24 tax year, a member of my family will receive total income of about £17,000 comprising a State Pension of £6,000 and interest on savings accounts of £11,000 (excluding ISAs). My understanding is that they will be entitled to tax allowances totalling £18,570, comprising a Personal Allowance of £12,570, a Personal Savings Allowance of £1,000 and a Starter Rate for Savings Allowance of £5,000. It therefore appears that they will not be liable for any Income Tax. Do they still have to register for Self-Assessment as their interest exceeds £10,000?
