If I have EIS loss relief of say 70,000, can I chose where to allocate the loss, for example, 45000 in this tax year and 25,000 in the previous tax year?

Hi,
EIS loss relief is declared in the unlisted shares and securities section of SA108 (capital gains).  Please have a look at the guidance notes for boxes 41 and 43
(Capital Gains Tax summary notes).  
If you do not need to complete self assessment tax return, please submit your loss claim in writing to HMRC and provide supporting evidence.

Thanks, but that does not answer my question. Am I free to allocate whatever figure I want to this tax year and the remainder for a previous year?

You can choose how much to apply to this tax year and how much to set against last year.
