I'm slightly unsure what the rules are now for 23/24 on Private Residence Relief We have just sold our second house. We've owned it for 9years Lived in it for the first 5 years Then rented it out for the last 4. Am I allowed to claim Private Residence Relief for those first 5 years?

Yes.  
The period that the property was your main residence qualifies for private residence relief, plus a further 9 months over the number of months you owned the property.  
Have a look at the guidance at HS283 Private Residence Relief (2023).  
There is also a capital gains calculator at Tax when you sell your home, which follows on to registering a capital gains account to report and pay the capital gains within 60 days of the completion date.
