Can I open a second stocks and shares ISA if I didn't contribute anything to the first one?

My SAYE shares are maturing and previously I've opened a stocks and shares ISA with Trading 212, which I've come to find does not accept SAYE shares transfer. I haven't contributed anything towards that ISA. Can I open another stocks and shares ISA that are able to accept SAYE shares transfer and contribute that the second one instead, after closing the first one or just leaving it idle at £0 balance?

Yes, but not in the same tax year.
