Providing online services to a Russiа-based business

Is organising professional educational webinars (not on a topic of business management) in a form of web conferencing and providing access to such webinars (for the purpose of exchanging expertise rather than learning) to a Russiа-based business falls under any existing restrictions linked to trading with Russiа? The current regulations (e g 2019 No. 855) don't seem to mention such a service in any of the definitions. Nor there seem to be any additional duty for such a service. Or have we missed something?
