Are citizens of the United Kingdom deemed non-domiciled residents?

In 2017, my cousin and his spouse came to the UK and obtained British citizenship. They are not taxpayers and have never worked in the UK. Do they qualify as non-domiciled residents? Many thanks for that!

That is for them to determine based on guidance available:
Residence, domicile and the remittance basis: RDR1
