Hi, I have been trying to contact HMRC for several days now, calling multiple phone numbers, but no one is answering. I would like to pay my voluntary contributions to fill the gaps in my National Insurance record, but the website only says I need to contact HMRC — and unfortunately, I have not been able to reach anyone. I also have an important question: Due to serious health problems and resulting financial difficulties, is it possible for me to pay the outstanding years in smaller monthly instalments? This matter is very important to me, and I would really appreciate some guidance. Thank you in advance

Small update: Since posting about this issue, I’ve been trying to get the 18-digit reference number, but unfortunately, despite calling constantly, I still haven’t been able to reach HMRC or the Future Pension Centre. Tomorrow I’ll try contacting them via Online Chat, but honestly, I just don’t have the time to spend all day chasing this. I’m feeling really disheartened.

Hi,
If you cannot get in touch with the National Insurance helpline or the Future Pension Centre, you can complete a call back request form on the gov.uk 
You can complete this form if you're struggling to contact the Department for Work and Pensions (DWP) by phone to pay voluntary National Insurance Contributions.
DWP will contact you on the phone number you provide in this form to discuss payment of voluntary National Insurance contributions.
If you submit a request by the 5 April 2025 deadline, you will still be able to pay voluntary National Insurance contributions after the deadline has passed.
If you have already requested a call back, please do not send another request.

Hi kamilw,
Sorry you are finding it hard to contact HMRC and DWP, they are experiencing a high number of calls at present. 
You can request a call back to discuss payment of voluntary NICs for tax years from 2006 by completing and submitting an online form to register your interest.
This will be sent to DWP and you will be contacted within 8 weeks.
