I was looking into making payments to cover some 'gap years' and see on the hmrc page that "When more than one gap has the same cost, we will select the oldest gap first". I have 5 gaps, 4 gaps of the same amount, but option 1 to pay back is for the most recent gap i.e. in my case 2022-2023 not the oldest gap 2006-2007. So what's going on? Is this the same for everyone? Why can't the customer simply choose which gap to payback instead of having a list of increasingly more expensive options that (in my case) are apparently in the wrong order? For example, my option 2 is for 2006-2007 plus 2007-2008 (doubling the amount payable). These are in fact my "oldest gaps" and for the same amount as 2022-2023, so why not list 2006-2007 singularly as the oldest gap and make that payable?

Hi,
You will need to contact our Technical support with HMRC online services if you are having any issues with our Online service. 
Alternatively, you could contact the National Insurance office directly to tell us which years you wish to pay for.
We will provide you an 18 digit Reference number and bank details to make your payment too.

Well thanks. Alternatively, things could just be placed in the correct order to start (as is stated on the webpage) and that would be simpler for everyone. Finally online payments are possible, just in a most convoluted way.
