My father reached pension age last year, his SP entitlement is reduced due to missing 4 years of NI Conts and he has been trying to get get some years transferred from his wife who has excess years above the 35 she needs plus 4 years where she has paid over 200% of the required contributions. He send off the form late last year but hasn't had a response yet and has had difficulty getting through on the phone. The only time he got through was a couple of months ago and was told it would be looked at. The comms issue is rife it seems but that isn't the main question for this thread. I wanted to ask the following: Can the excess years (or years where there is an excess) be transferred to my father's record from any year in his wife's record to any year of his record i.e. transfer from her 2018/19 to his 2016/17? I ask in this particular way because the years where my father has gaps do not line up to the years where his wife has excess in year contributions, does this matter?

Hi leedee,

It isn’t possible to transfer national insurance contributions from one person to another.  
The only occasion this can be done, is if one person has received credits due to child benefit (for example) and have already paid a full tax year within the same year, then the credits can be transferred.

I have 20 years of NIC and my spouse has 10 years of NIC, If one of the parties dies on the same tax year, would the other party be able to apply for transfer of those qualifying years of the deceased civil partner?

There are certain circumstances where national insurance or pension benefits may be transferred, depending on the reason for the query and the circumstances of the move please call the relevant departments for more information.
