Can a person with a National Insurance Number who worked for one Summer(3 months) in the UK and has 3 years worth of starters credits make Voluntary national insurance contributions towards a state pension?

Dear HMRC 19 thank you for your very prompt response. Regarding the clause" If you live or work abroad (or have previously) To pay Class 2 or Class 3 voluntary contributions you must have either::- ●previously lived in the UK for 3 years in a row ●paid contributions or had Class 2 contributions treated as having been paid for at least 3 years" My questions are as follows:- 1) Do both conditions need to be satisfied i.e previously lived in the UK for 3 years in a row AND paid contributions or had Class 2 contributions treated as having been paid for at least 3 years. ? Or does satisfying ONE of these conditions suffice? 2) Will 3 Years Juvenile Class 3 Starting Credits satisfy the condition "had Class 2 contributions treated as having been paid for at least 3 years"? Because my query relates to someone who was not born in the UK and only lived and worked in the UK for 3 months.

Hi,
If you live or work abroad (or have previously)
To pay any voluntary contributions you must have either:
  • previously lived in the UK for 3 years in a row or
  • paid contributions or had Class 2 contributions treated as having been paid for at least 3 years
To pay Class 2 voluntary contributions both of the following must also apply:
  • you worked in the UK immediately before leaving
  • you’re currently working abroad (or you worked while you were abroad)
Juvenile Class 3 Starting Credits will not satisfy the condition "had Class 2 contributions treated as having been paid for at least 3 years.
Thank you.
