I need to renew my S1 certificate but have been unable to download the form or find it to complete on-line. A search for ‘CA8454’ takes me to a page that states: “How to apply for the S1 healthcare certificate for your dependents or for you and your dependents if you are taking maternity, paternity or adoption leave in the listed countries.” These very specific requirements do not apply to me. I have tried numerous searches without finding it and when I have spoken to the helpline they can’t find it either. Can you direct me to the right link or send me an online form?

Same issue. Had an S1 for me and my wife since 2014, used to be straightforward but existing links to the application form no longer work. I hope you get an answer soon.

Hi Nicholas,
The application process for the S1 has recently changed.  
Now to receive the S1, you must also apply for the A1.  
You would then receive both certificates at the same time.  
Without knowing your circumstances I am unable to advise which application you will need to complete, but the following link should help you further:
Are you currently living abroad? – Guidance – GOV.UK (tax.service.gov.uk)
When it asks why you need a certificate you should say ‘working abroad’ rather than healthcare,

I'm glad I'm not the only one trying to find this. I applied for an A1, and they did not send out an S1 with it. I phoned up HMRC and they said that I had to fill in the CA8454 form... which as we know is titled that it's only for dependents. I mentioned this on my phonecall and she insisted that this was the only form I could fill in, and so was told to fill in the form with myself as a dependent of myself. Seem's incorrect, but she insisted it was the correct thing to do. I'm going to phone up in 3 days to check that it's gone through ok.

I am in the same situation as I’m not on maternity, paternity or adoption leave and an A1 does not apply to me as I live overseas but work in the UK and have done so for close to 15 years (frontier worker). I phoned HMRC and was told to apply for a A1 despite it not accurately reflecting my situation or to write a letter to HMRC. My current S1 runs out in 2 months and I have a serious medical condition that needs ongoing treatment and I will be at risk of permanent harm to my health without continuing health cover overseas. Writing a letter will not resolve the situation in time. Please can you advise what I should do in the interim so I am not put at risk of harm?

Hi can every one asking for an S1 who are French Residents, NOT pension age and work in the U.K. NOT in France have some sort of clarification please.! Most are on our 4th or 5th S1 certificate and as explained on cover letter to apply for a renewal we just complete a CA8454 as this is no longer the case and all other applications don’t fit and have notes notes box for additional info we are now at the urgent stage. We need a direct link to the online application not just apply for an A1 and Hope you get an S1. If we do not have a renewal S1 on time at CPAM we have one hellava process to get back into the system . Some proper accurate info would be greatly appreciated as staff on calls simply don’t know .

Our processes have recently changed, and we now require you apply for the A1 in order to also receive the S1.  
The application form you will need to complete is the CA8421:
Apply for a certificate to confirm you pay UK National Insurance when working in 2 or more countries (CA8421)
It will ask a number of questions to determine your circumstances, one of the questions asks if you only work in the UK, and an A1 and S1 will be issued if you are eligible.

Thanks for your reply. Form CA8421 doesn’t ask if you only work in the UK - I have completed it tho and will update on the reply .

Hello. This is addressed to HMRC Admin 8 Response I agree with what everyone above has said. I have applied for an S1 certificate for years as someone who lives in France but only works in the UK. I used to call HMRC every year to apply for my S1, then switched to completing a CA8454 form in the past few years. The current iteration of this form does not allow me to apply in my current situation as the CA8454 had allowed to to do previously. I have just completed a CA8421 on your recommendation - applying for an A1 form- I hope this does not complicate things for me on the French system - but although I entered that I only work in the UK, it has not given me the option to apply for an S1 form. Can you confirm that this automatically happens when I complete the AC8421 form - as there is no additional pages to complete and no mention of an S1 form on completion of this form, or is there further action I need to take on my behalf? I spend an hour on the phone to HMRC last week and they did not have any idea on how I should proceed with these changes to the CA8454 application this year. I am really keen to apply for this ASAP as last year it took about 4 months for my S1 form to come through and my current on expires in January. Please can you advise? Thank you

Hi, I tried to complete the CA8421 as suggested by HMRC Admin 20 Response. I stumble on the question about "What type of right to work do you have in the UK? " as none of the options are applicable to us. - we do not have EUSS status - we do not have "leave to remain - we *do* have the right to work in the UK as Frontier Workers (the Home Office advised us to do so to avoid paying a visa to work with our UK customers as a UK company). So we cannot answer this question. We moved to France before Brexit and we are thus covered under the Withdrawal Agreement (our S1 from last year confirms this). We are not pensioners. We are no on paternity maternity leave, etc. This is extremely stressful. If we do not have a renewal S1 on time at CPAM here in France, we will be left without healthcare. I talked with HMRC yesterday, the (extremely helpful) person on the phone did not know about any changes. Can you help?

Hi Graham,
I can confirm that the CA8421 is the correct form for you to complete to obtain a S1 certificate.
When HMRC receive your completed form, the information you have provided will be assessed, and if you are eligible, the S1 will be issued.

Has anyone successfully renewed their S1? I went a few weeks earlier this year without healthcare cover in Spain due to HMRC delays in issuing my current certificate and I would like to avoid a similar situation again when my current one runs out in December. Whoever designed this form sounds like they didn't really give any thought to the users that may apply for a renewable S1. I can see this potentially being the sort of thing where you need to get MP's and the press involved if the people running these forums are not correct and we don't get our S1's renewed.

Me and plenty of my colleagues are in the exact same situation as Thomas ! We are Frontier Workers and we are stuck with this form because no answers apply to us. Please someone help !

Hello, Have had the same issue, I called HMRC and was told to complete CA8421and CA8454. This afternoon I received a letter saying that HMRC cannot issue the certificate as impossible to confirm my UK immigration status, using the information provided on the application... I was advised to complete a new application and send copies of relevant documents confirming my status! Needless to say that Frontier worker permit is not on the list of the required documents. Very frustrating. I hope the issue will be resolved ASAP.

Hello. An update on my situation. Following on from eh advice offered by HMRC Admin ( above ) - I filled in my CA8421 form and applied for an A1 detailing I live in France but work in the UK. I didn't hear anything for a month or two, but today I received my A1 and S1 certificates in the post - valid for 2 years. It seems the new system does work. Thanks for the advice and good luck everyone.

My husband applied for an A1 using the new form CA8421 and also the CA8545 to apply for health cover for myself as his dependant in September. We have heard nothing from HMRC despite being advised we would get a response within 15 days! Please can HMRC tell me what we should do now that our S1’s have expired and we no longer have health cover here in France???!!
