I have paid voluntary NI class 2 for a number of years and always receive a bill in October. I didn’t receive a bill in October 2024 so started ringing HMRC, DWP , Pension service , New Claims literally spending hours to request my bill to,pay. The urgency being that I receive my state pension April 2025. I have been advised by 3 different people that the relevant Department is going to issue the bill with how much I need to,pay and how,it affects my pension. I am still waiting for the letter and have even delayed in applying for my state pension in April. I was advised that my case is a priority due to my imminent pension. In 6 months I’m still waiting for the letter. I am a retired career civil servant and I’m very disappointed in the poor service , I may not receive my full pension simply because someone is unable to calculate my NI payment and issue a letter. Surely this should be calculated and letter issued electronically. Could someone please advise this is very frustrating and stressful.

Hi,
If you have not received a payment request, our advice would be to contact the HMRC National Insurance Helpline on 0300 200 3500 in the first instance and the adviser will give you the information from the payment request over the phone. The Department for Work and Pensions cannot give you this information, it must come from HMRC. Please note that we do not issue duplicate or replacement payment requests, the advisers that you have spoken to should have provided you with the information you need to make the payment when you called the National Insurance Helpline.
If you have been given this information already, I would advise to pay the amount as soon as possible. If you have not yet been given this information, please contact us on the number above and ask the adviser for information on how to pay the request. This typically involves us giving you our bank details and an 18-digit payment reference so that you can transfer the money to HMRC via bank transfer.
Finally, unless you plan to defer claiming your State Pension, I would advise you to put in the clam as soon as possible. This will allow the Pension Service time to process your claim. Any payments received during or after this can be added once the application itself is processed.

Sorry I do have all the details to make payment however I was advised by one of the advisors in no circumstances should I make payment until I receive the bill showing how it affects my state pension. She advised that people have paid and their pension will not change so they are now asking for a refund. I need a bill as an audit trail too but mainly to advise that if I pay I will receive the full pension. Nobody appears to be able to provide this information. I have also heard that the relevant Department is on strike so is this the reason for the delay ? If someone can please advise how paying class 2 and class 3 for the 2023/24 year will definately provide me with the full state pension. I have 46 years worth of full NI. My forecast advises me to pay to reach full pension. But I understand sone years do not count towards SP. Surely this is a simple question. If I’m advised payment will give me full pension I will make payment immediately.

Only the DWP can give you advice on how making a payment will impact your pension. 
You can contact the Future Pension Centre on 0800 731 0175
If you have already reached State pension age, you need to contact the Pension Service on 0800 731 0469.
You can then use your payment details gained from HMRC to make this payment.

I now have paid class 2 and class 3 contributions for the tax year 23/24 on the 21st March using amounts and also the 18 digit reference numbers I received from HMRC over the telephone. Since paying I have now received the request to pay one more year which I have been requesting since October 2024 , however the letter requests only class 3 contributions with a paragraph explaining if I was self employed and need to pay class 2 contibutions I need to contact the pension service ! So in other words back to where I started in October. The issue being that I was self employed for half the year in 2023/24 tax year so have a split year and despite HMRC being able to split the year in a telephone conversation it appears impossible for the DWP to provide this information in writing. The two Departments are not working in sync at all which is causing distress to people like myself who are simply trying to pay the correct voluntary NI contributions to ensure receipt of the full state pension. I am now 23 days from state pension age and my 2023 NI contribution records has still not been updated. Can anyone advise when my recorded will be updated and therefore when I will receive a revised letter advising my new SP amount. Also can you advise that my increase in pension will be backdated to SPA if my recorded is not updated by the time I reach state pension age.

Hi,
Your situation appears to be as follows – 
You need to pay another year and already have had confirmation that it will improve your pension. 
You have been told the amount to pay – 52 weeks at the Class 3 rate, however you wish to pay part of the year at the Class 2 rate.
If this is the case, Class 2 NICs are usually paid through self assessment and not recorded on the NI record until at least November after the end of the tax year in question.
For pension purposes, we can speed up this process but you will need to call us on 0300 200 3500. Lines are open 8am – 6pm Monday to Friday.
Any pension increase will be from date of reaching state pension age or date we receive payment, whichever is later.
