How to change NI number address without online service?

I'm having trouble with the identification check to access my Gov getaway. The phone identification does work because they said they can't find me and the second option for providing details I can not get through as well because I don't have a UK passport. Is there any other way to change my NI number address apart from using the online service?

If you have a Personal Tax Account (PTA) then you will be able to update your address through this service.
If you have not yet got a PTA then you may wish to set one up here:

The other option available to you is to call our National Insurance Helpline on 0300 200 3500 (from the UK) or +44 191 203 7010 (from overseas) and they will be able to help you.
