Applied PAYE in January, but no Accounts Office reference or PAYE reference number issued

Hi I have applied PAYE for my company in January 2024 and have the Acknowledgment reference But until now, I haven't get any reply with Accounts Office reference or PAYE reference number. I checked with the online chat, it said this should be issued in 30 working days. but seems this is too long time. Who should I ask about this issue please?

I have had my local direct payments in St helens being an agent for me. But I want to pay my carers of which I have 2. When can I start paying them as I have been given the accounts office reference and PAYE Reference. I have never done my own payroll and would like to do it.
