PAYE Registration Without a National Insurance Number

Hello,
I am looking to register for PAYE as an employer for my UK Ltd company. However, I am not a UK resident and do not have a National Insurance number, which is required during the registration process.
Could anyone provide guidance on how to proceed in this situation? Any help or advice would be greatly appreciated!
