Becoming an Authorized Tax Agent and the 64-8 form

What is the process for becoming a tax agent for a client? (step by step) How long is the validation process? What is the minimum and maximum amount of days it takes to become and authorized agent? Is the 64-8 filled out and processed electronically or is it mailed in, and does it need to be submitted by the client or the entity trying to become the agent? Are there any alternative methods for becoming an agent?
