Access Tax Account with out Passport or Driving Licence

How do I Access Tax Account with out Passport or Driving Licence, I have P60 and payslips but it always reqires at least one of Passport or Driving Licence. Therefore this is discrimination against those with an illness or disability I am regitered blind/partially sighted. I did in the past get information through the post how my coding was worked out and code tax changes but not any more. Phoning you only get a message boy who states some one will come back to you but they never do.
