UTR + Self-Assessment

I tried to apply my UTR couple of times via online, but the email reply keep rejected me and said my address are different as the system, but I never change, so how I can get a UTR? As I need to submit my oversea Capital Gain Return via online. Also, I tried many times to login to Self-Assessment Account, the system divert me to Personal Tax Account. In that page, I can't find any button like Tailor my Return or File my Return, I would like to submit details of 2022-2023 tax year as my own property sold in Dec 2022, so where I can do? The 31st deadline is coming, I works for 3 weeks but no hope on phone call, or no reply on Twitter, please could anyone assist me? Thanks.

Hi wahtin chan,
If unable to register online you can download the SA1 form online and submit by post Register for Self Assessment if you are not self-employed.
The other option would be to contact HMRC to registerSelf Assessment: general enquiries
