Trust Registration Service - Death of all trustees

A client of ours has been told by the Trust Registration Service that they do not have to register the trust, as all trustees have died. However, the trust, and beneficiaries still exist. We (as a financial institution) have been informed (previously by the TRS), and are on the understanding that the Last Personal Representative steps in as a Trustee if all trustees have died. Please confirm what is correct, as we can't get through to the TRS
