Personal allowances for Skilled worker VISA holder

I have recently moved from India to UK on skilled worker VISA with status – no public fund. I have started working with a UK company in a permanent role with effect from 01/11/2023. When I have received my 1st salary from UK employer for Nov-23, they have considered Tax code – 0T and I have not received benefit for personal allowance. Is the personal allowance is linked with no public fund?
