I have started to contribute 2024-25 ISA allowance into a cash ISA with provider A. Am I allowed to transfer in (in totality) a cash ISA from a previous tax year into a new account with Provider B (I won't be putting anything into this, I just want the sum moved)? Thanks.

Thanks but the way I read it (the link provided) it is still not explicit - I just want to be absolutely sure. So - does this mean that I won't be in breach of ISA rules if I transfer all of a previous year's cash ISA into (for example) a new account with Aldermore Bank (and I won't be putting any more money in there, just transferring), even though for 2024-25 I have saved "new" money into a cash ISA with (for example) Santander? Thanks again.
