Change of Name

I married in 2015 and sent HMRC updated details address and name change. I have done this subsequently. To date I have been unable to get my named changed on their systems however the address is now correct. I receive annual tax statements to my home still with the wrong name. I cannot use the online system as it states they are unable to verify my identity probably due to my passport and driving license being in my married name. I have spent 2 .5 hours on the phone today to get through them to be cut off. I have been advised I am entitled to receive a tax refund and they will send via cheque in 6 weeks probably to the wrong name again. I just want to get my name updated on the HMRC system but cannot ascertain how now to do this as you cannot access anyone by phone. Any help would be greatly appreciated.
