Hi, I am in the process of withdrawing funds from a French 'assurance-vie' in order to buy a flat in the UK. I am a British fiscal resident and therefore am exempt of taxes in France. I therefore need to get the CERFA 5000 and 5002 documents signed by HMRC. Please could you confirm the address as well as what/how to send the documents? I understand that I need to send 3 identical documents, but do I also need to include a stamped envelope for return, do I need to send via signed for post? Thanks

Send them to
HMRC,
PAYE & Self Assessment
BX9 1AS.
You dont need to include a stamped addressed envelope.
It is up to you if you want to send them signed for.

I too have sent this in (April 2023) however have yet to receive the CERFA 5000 stamped/signed from HMRC. There is no way to track the progress or know who has been assigned this task. Having called Self Assessment and spent many hours trying to get through and explaining this, I am yet still to receive the forms. Please could you assign a dedicated contact with which we can liaise with? It seems to be that there are many British fiscal residents experiencing similar issues with regards to these specific French tax documents - please get in touch asap to resolve this.

To advise my colleagues that you have submitted this form.
They will check our digital mail service and if they find it, they will sign it and stamp it and return it to you.

I have done everything you suggest above and sent my letter with the correct forms to HMRC on June 18th. I have proof it got delivered, but I have received nothing back. This is well over 2 months ago, how can I be sure they will return my forms?

The forms will be sent back once the post has been actioned.
We do have a backlog and have not reached post received in June yet.

It is critical that HMRC deal with these applications promptly as the French financial institution in our case has set a deadline of 45 days from when they sent us the forms to its return duly signed and stamped by HMRC.

Hi, I am awaiting the return of my CERFA 5000 forms sent in July 2024 - I need to return these before the end of December 2024. There is no way to get an update from HMRC on the progress of these forms and I am getting worried. Please advise.

I also sent in Cerfa forms 5000-EN and 5003 to get signed and stamped by HMRC, I sent them by next day special delivery on 18th July 2024 to: HMRC, PAYE & Self Assessment BX9 1AS. I have heard nothing back and can't find a way to speak to someone directly to help with my enquires. Any help would be gratefully received.

I have tried to use the 'When you can expect a reply from HMRC', but none of the options are relevant to this form as it is non-standard. Could you let me know which set of options should be selected to get a vaguely accurate date estimate? The form has been added to my self assessment account online and I can see it is 'In progress', but it has been like that for over a month. Whenever I try to ring or get through to an advisor via web chat to try and expedite the process, it's impossible to speak to anyone. As some of the other users have noted, it is somewhat time-sensitive (imposed by the French authorities), so is there any way to move this along?

My advice for anyone going through the same issue would be to send it to the 'proper' HMRC address in the Royal Mail database. After multiple attempts of 'lost' or 'undelivered' mail to the BX9 IAS postcode, I sent it to the following address instead which is listed on the Royal Mail database. Surprise, 2 days later the form was registered in my self assessment account online as having been received. Self Assessment Benton Park View Newcastle Upon Tyne NE98 1ZZ United Kingdom
