Tax rebate cheque

I am due a tax rebate and my tax account says one is on the way for last tax year. The account also shows nothing owed for previous year. I have just received a debt collection letter saying I owe tax. I think it's a scam. Would you get a rebate if you owed previous years tax?

Usually any amount owed would be taken from the refund.
