I require a Certificate of Residence to help Google determine their withholding and reporting requirements. I applied for one on 22nd August this year but have had no reply. Does it take much longer or I need to apply for it again

My 'Certificate of UK Fiscal Residence' was rejected. I'm a YouTuber living in the UK. So I also require a Certificate of Residence for the UK, to show the US tax authorities, so that they won't withhold part of my Google income. I made the application for 'Certificate of Residence' through the link provided. I received a document called 'Certificate of UK Fiscal Residence', and submitted it through the link provided. However, it was rejected. Twice. The reason given was as follows: "You must submit a Tax Residency Certificate. Other documents can't be accepted. Documents we accept: Tax Residency Certificate." The google support page says the name of the Tax Residency Certificate for the UK is 'Certificate of Residence'. I submitted a form called 'Certificate of UK Fiscal Residence'. Is that the same thing? If so, why was it rejected? If not, what is the correct form that I need? Any guidance would be much appreciated. Many thanks jeff
