Hi, I have tried to create an account in the Government Gateway in order to register the self-assessment for my family member. However, it fails to prove her identity either via the UKID Check app, or by providing the details (she has none of the two documents as requested). What she can do now ? Thank you.

If unalbe to pass the verification then they would not be able to set up an online account.
