registered 3 time, but still cannot receive the UTR

I have registered three times but still haven't received my UTR. Last month, on 30th September, someone from 03002003310 informed me that they received my application on 25th September and i should expect to receive it by 15th October. However, today when i called the same number, they said they couldn't see my application and suggested me reapply and contact the online team(03002003600). After reapplying and calling the online team, they said they couldn't find anything and told me to call the self assessment team(03002003310) again. And then the self assessment team also told me to call the online team because i don't have a UTR. The deadline for submitting my paper tax return is 31st October, but i still haven't received my UTR. May i know who should i contact to follow up on this and what can i do? Thanks

It usually takes 4 weeks for you to receive your UTR after registering - if 4 weeks have passed since your last attempt, contact us by webchat or phone via
Self Assessment: general enquiries and we can register you for your UTR there and then.
