Hello, I use to a UK tax resident. For the 2023-24 tax year, I lived most of the time outside UK, and 'm no longer a UK tax resident. The only income I still have in UK is bank interest and ISA account. I have use the "Check if you need to send a Self Assessment tax return and I have less than £10,000 bank interest". In this case, do I still need to continue to file a self assessment to delcare my bank interest?

If the self assessment criteria tool confirms a tax return is not required, then you do not need to complete a self assessment tax return.
