Tax rebates

I filled in my self assessment tax return online in April , I am owed a rebate , usually it’s paid into my bank account, this year I have to claim it , trouble is I don’t have a passport or driving license and they are asking for these before they pay me ,the self assessment helpline is shut till September I cant speak to anyone , what can I do ?
