Missed Deadline for 2021-22 Self Assessment for Tax Refund how do i claim?

I missed the deadline to complete an on-line self assesment form for a tax refund period 2021-2022. The only on line option on my personnal tax page is 2022 to 2023. Do I just complete an SA100 form downloaded from the National Archive? Whilst i am owed a refund will i still be subject to a penalty?

You can still submit returns for 21/22 online, if you contact our webchat by clicking 'ask HMRC online' we will ensure 21/22 has been requested and advise where you find it in the account if it has.
