To verifiy self-assessment witout UK ID card

I tried to verify my ID via the Government gateway this is not possible since I don't have a valid UK Passport, ID, or BRP etc.. Now, I live in Ireland how can I complete my self-assessment to get a UTR number? Many thanks,

If you are unable to verify your identity online to register then you can submit the registration for Self Assessment by post.
If self employed you can download the registration form CWF1 at Register for Self Assessment if you’re self-employed.
If not self-employed then you can download the SA1 at Register for Self Assessment if you are not self-employed.
