Hi, I started freelancing this financial year and I registered for self tax assessment in October 2023. I wanted to set myself up as a sole trader and get the Unique Taxpayer Reference (UTR) to open a business bank account. The only income I had in the 2022-2023 financial year was from full-time employment and the PAYE tax was already deducted, so I do not owe (or am owed) any money. Do I still need to submit self tax assessment until January for the 2022-2023 financial year?

From what you mentioned, it is unlikely a tax return will be required.  
To be absolutely sure, please use the self assessment criteria tool to confirm whether you need to complete a 22/23 tax return.  Please see Check if you need to send a Self Assessment tax return.
