Can I claim EIS loss relief in 22/23 for loss in 2019

Hello, I incurred an EIS (Enterprise Investment Scheme) loss in September 2019. I had purchased the EIS in 2016, and it was terminated in September 2019. I have not previously claimed this loss. Is it possible to make the claim in the 2022/2023 tax return? If so, can the loss be set against my total income? Thank you very much.
