I have a contract of employment with a Qatari resident employer who does not have a place of business in UK. I work remotely from my home in UK. I will be operating a DPNI scheme to account for the tax and employer NI on my earnings. My Qatari employer will be deducting withholding tax at 5% on my earnings before they are paid in UK. Am I able to get Foreign Tax Credit Relief under the double tax treaty for the withholding tax when I complete my self assessment return? Thank you for your help

Hi,
Please have a look at article 14 of the tax treaty (2009 Qatar-UK Double Taxation Agreement).  
If your circumtance mean that you are taxable only in the UK, then you need to request a certificate of residence (How to apply for a certificate of residence to claim tax relief abroad) to request a repayment of the tax from the Qatari authorities.
