Self Assessment Registration

My husband is dyslexic & I have had to register him for Self Assessment due to excess Annual Allowance. He has been PAYE all his working life. His pension provider were late giving him the info we needed & it is taking ages to register. I’m really worried about late payment charges. Is there any leeway here given our circumstances

We are still waiting for the reference number from registration. I check online & it says we should receive reply by 16/4/2024 as they are dealing with requests dated 14/3/2024. We submitted application around 6/3/2024. Really worried
