Confirm whether we need to complete the self assessment

I used the HRMC website test to confirm whether I need to complete the previous self assessment return and answer is no. But I received the HRMC letter that I need to complete the previous return. How can I confirm the requirement?

I am in receipt of my NHS pension and savings interest, my pension amounting to just over £11,000 a year and my share of the interest from my joint accounts amounting to just over £1,000 does this require me to fill in a self assessment return. Thank you.
