What does tax return 'not issued' mean.

For the last few years, my tax return was issued on 1st September. I have just logged on to my government gateway account and for the 2023/24 tax year, it is saying 'not issued'. Does this mean, I am not required to complete one or is it still likely to be issued. It is for a trustee account. Any help would be most appreciated.
