Not able to confirm my identity

I am trying to setup my personal tax account where I have to confirm my identity before i can get into my account . I have been trying from months now to use my BRP or even my provisional license to confirm my identity but i am not able to get thorough the process. I have called HMRC a lot of times and I have been advised that i cannot confirm my identity online and they can't do anything about it . I have been employed and being taxed on monthly basis and i want to make some changes with my account. Please let me know how to resolve this issue as i am stuck
