If I live overseas in one country, and while living there I give online tutoring to a student from another country, all while being a UK resident, am I taxed on that?

Yes. as UK resident and domicile you are taxed on your worldwide income.

Regarding Box 19 of main return, do I need to write down the details of my foreign income? Say, I have £ xxxx interest generated from my offshore bank account. Or I just need to write down my source of foreign income rather the amount?

Hi Rebecca,
Your offshore interest is taxable foreign income.  
A self assessment tax return is designed so that you can declare your world-wide income and capital gains.  
Any interest from offshore bank accounts should be declare on SA106, in the section for interest.  
You will need to tick yes to foreign income when tailoring your online return.
