Do I need to register as self employed if I will not earn the £1000 gross income threshold?

-Do I need to register as self employed if I will not earn the £1000 gross income threshold this tax year? -Is the registration and the tax return two different things - where I need to register as self employed but not complete the tax return? Thank you

If the turnover is below £1000 then you do not need to register for self assessment and file a tax return
